A graduate of the University of Southern California where he received his Bachelor of Science degree in the honors program, Dr. Phillips earned his Doctor of Medicine from the Howard University College of Medicine in Washington, D.C., graduating as the class valedictorian. His post‑doctoral training included an internship in Transitional Surgery at Howard University Hospital, a residency in Ophthalmology and a fellowship in Vitreoretinal Diseases, both at the Wills Eye Hospital in Philadelphia.
Dr. Phillips is board certified by the American Board of Ophthalmology, where he serves as an examiner, and is licensed in Virginia, Maryland and Washington, D.C. He has hospital affiliations at Washington Hospital Center, Silver Spring Ophthalmology and Friendship Surgery Center. Dr. Phillips was a Founding Director of the Retina Group of Washington’s Vitreoretinal Fellowship. He is currently a Clinical Assistant Professor of Ophthalmology at Georgetown University School of Medicine’s Center for Sight, sits on the FDA Advisory Panel for Ophthalmology and is a member of numerous professional organizations.
A recipient of many medical awards–including the American Academy of Ophthalmology Achievement Award—Dr. Phillips has fashioned a formidable record of writing for his peers. He has to date contributed more than 30 published articles, abstracts and presentations.
