Harold Rosen, M.D., FAPA, brings more than three decades of experience practicing and teaching psychiatry to his role as chairman of Christiana Care's Department of Psychiatry.
Since he began leading the department in 1994, Dr. Rosen has developed programs in outpatient treatment (Center for Comprehensive Behavioral Health) and emergency psychiatry to meet community needs. The program in emergency psychiatry—CAPES or Crisis and Psychiatric Emergency Assessment—is a unique private/public partnership with the Delaware Division of Substance Abuse and Mental Health and has significantly improved emergency care in New Castle County.
He also has served as the health system's senior vice president for medical affairs and interim chief medical officer.
Throughout his career, Dr. Rosen has made teaching a priority. From 1976 to 1997, he was on the faculty for the Department of Psychiatry at the University of Pennsylvania School of Medicine in Philadelphia. Since 1997, he has served as clinical associate professor of psychiatry at Jefferson Medical College of Thomas Jefferson University in Philadelphia.
Dr. Rosen earned his medical degree from Temple University School of Medicine in Philadelphia in 1970. He completed his residency in psychiatry at Yale University School of Medicine in New Haven, Conn., in 1974. During his residency, he was chief resident in the Neuropsychiatric Evaluation Unit and the Dana Psychiatric Outpatient Clinic, both at Yale-New Haven Hospital.
Following his residency, Dr. Rosen served in the U.S. Air Force as a staff psychiatrist at Wilford Hall, USAF Medical Center at Lackland Air Force Base in San Antonio, Texas. He moved on from there to become assistant chief of the psychiatric service and director of the inpatient psychiatric unit at the Philadelphia Veterans Administration Medical Center.
Prior to joining Christiana Care, Dr. Rosen was clinical director for Charter Fairmont Institute, an inpatient facility in Philadelphia for people with behavioral and psychiatric problems. He also was on the psychiatry staff for Roxborough Memorial Hospital in Philadelphia and the University of Pennsylvania School of Medicine.
Dr. Rosen's time at Christiana Care has included service on numerous hospital committees, such as chair of the Patient Safety Committee and member of the Senior Leadership Committee. He also has been on several search committees to fill key jobs such as chief of cardiovascular surgery.
His work outside the hospital has included service as president of the Psychiatric Society of Delaware and chair of the Medical Society of Delaware's Committee on Mental Health. He has served on the Board of the Mental Health Association and was a member of the Governor's Task Force on the Delaware Psychiatric Center investigation. He is a distinguished life fellow of the American Psychiatric Association.
