A graduate of Clemson University and the University of Illinois, Dr. Carter completed medical training at Bowman Gray School of Medicine in Winston-Salem, North Carolina. Subsequently , he went to Denver, Colorado for his internship. After four years as a general practitioner, he entered residency training at Walter Reed Army Medical Center in Washinton, D.C. After completing his ophthalmology residency, he practiced ophthalmology with the Army for three years. He then completed his fellowship in cornea and external diseases under the renowned Dr. Herbert Kaufman at L.S.U. Medical School in New Orleans, Louisiana. Dr. Carter has been practicing in the Wiregrass area since the completion of his fellowship. He served as Chief of Ophthalmology at Ft. Rucker prior to completing his fellowship at L.S.U. and beginning his practice in Dothan. Before becoming a physician, Dr. Carter served on active duty in South Vietnam in 1967-68. After leaving the service he remained on reserve status. Reactivated from the reserves, he participated in Desert Storm with his duty station in Saudi Arabia in 1990-91. The author of several journal publications, Dr. Carter is also the recipient of numerous military awards. Dr. Carter regularly travels to deprived third world countries and donates his surgical skills to aid those less fortunate. Respected in the Wiregrass area as an outstanding cornea and external disease specialist, he provides the latest techniques and the newest technology in Laser Vision Correction. Dr. Carter is the Medical Director of Southeast Eye Clinic where he is associated with Douglas A. Freeley, M.D., Chris L. Willingham, M.D. and Nicholas E. Barreca, M.D.
Dr. Carter and his wife, Maureen have six children and reside in Dothan. Among spending time with family, they are members of First United Methodist Church in Dothan. Dr. Carters personal interests include working-out, sailing, hunting and the outdoors.
